Footnote 10:
Where transactions occur automatically according to certain conditions, rules or events.

So in short a centrally owned digital currency where the government gets to decide if and how you spend that currency.

Being able to make transactions based on programmatic instructions (similar to e.g. direct debits) isn’t quite the same as being centrally controlled with arbitrary payment rules.

However, I could see why they might want a feature of automatic taxation from transactions, e.g. noone would have to collect VAT, it would just happen automatically (which would be big benefit for most companies, i.e. those operating without avoiding tax).
