Problems with Alt Codes

Don’t know where else to put this, so here it goes.
I am running KDE Plasma.
Alt Codes via Ctl+Alt+Shift+U work fine on these forums as so: вI敍Ը etc…
However, this method does not work on Libreoffice, Calligra, Kate, etc. Nothing happens and no characters are printed out.
Is there an alternative way to type alt codes? Or perhaps this is a bug?

I have not been able to find the symbols needed in the compose method.

There is at least one program in the repositories, which displays those characters in tables. You can use them using copy and paste. Unluckily I can’t remember the name of that that program. I have to do some research. But I’m off for today. It’s getting late. I’ll try to do that later today.

For libreoffice enter the unicode followed by alt-x.
Example: Type 1F600 then hold down alt while typing x.

Edit: I also use kcharselect.

In Gnome, it is in the Utilities category and it is called Characters.

EDIT:
I just added Characters to XFCE4 using
sudo pacman -S gnome-characters
