In both X11 and Wayland, one can pin the Welcome app to the KDE Plasma panel’s task manager, but, after quitting the application, clicking on the Welcome app’s icon gives a small empty YAD window (just like the window that appears on running plain yad in a terminal). The distinctive icon may also be replaced by generic icons.
Instead of pinning the running application, try pinning it from the launcher/menu.
