Pacman wants to downgrade packages

Pacman is wanting to downgrade a large number of files.
What could be causing this or is it safe to let it do it?
Below is a small portion of files it wants to downgrade.

That usually means you are connected to an out of date mirror.

Try re-sorting your mirrors from the welcome app.
