Welcome screen is not coming up on boot on Xfce. Welcome works and is enabled as far as i can tell but isn’t loading.
Edit: I just realized after some checking that it was loading on another workspace! 
Try running it from the terminal and see if you get an error
I did that and everything worked so i realized it was loading on another workspace which has never happened before. So i must have done that by accident.

If you are not using workspaces, you could configure them to have only one workspace.
Or, you might want to add the Workspace Switcher on the panel if it isn’t there already.
