Middle Mouse Button Scrolling

So in Windows you can press the middle mouse button on any page and it will allow you to scroll up and down by moving the mouse. I’ve been doing this for years, so I’ve kind of gotten used to doing this a lot. I’ve been struggling to find any info about this for Linux other than this link in which the solutions suggests running a script at start up. Is this the only way to do this? If so, where do I put the bash script? Maybe I’m not reading the answers correctly but I don’t really understand their explanations fully.
