By Linux directives, you can delete everything inside .cache/ with only having a small performance issue for a little time.
If would recommend not deleting your yay cache. If you delete it, you will lose the ability to see package diffs until each package updates a second time.

If this functionality is essential, then these files should be better written in XDG_DATA_HOME instead. It’s a dev design decision, though 
.
