Is it possible for me to encrypt my root partition permanently decrypt my home partition?

I know on Windows and Android while it is running you can encrypt the partiion where the OS is installed.

Currently with Endeavour I have a root partition and a home partition. The root partition is not encrypted but the home partition is encrypted. Is there a way to make the root partition encrypted but the home partition unencrypted without reinstallation and while I am booted into EndeavourOS (not in live session)?

Not with LUKS (dm-crypt) encryption; an in-place de-/encryption isn’t possible. You’d need additional temporary storage space to do this manually.

I"d recommend backing up important data and simply copying this to a fresh encrypted/unencrypted installation. Fastest and safest way.
