When I do a journalctl
I’m only seeing this boot’s activity, even though the install is months old.
Do I have a problem with my system, or is the way the system is configured?
Second, what’s the best way to change persistence so I get all dates preserved.

I have the Xfce install.
It should be. What do you come up with when running
journalctl --list-boots
?
This happened to me, I posted at the time. Cannot remember how I solved it, but will plough through my posts later as I will be out most of the day.
Check /etc/journald.conf
uncomment and change:
Storage=persistent
Reboot.
