Im not sure what i did but i deleted something i wasnt supposed to i think

So i previously removed xfce because of some black screen issue and after a while i decided i should probably try it again and so i did and i messed up the panel. But i just decided id remove the rest of the DE because the default look of xfce was kinda nice and alot smoother so i got to deleting most of them and then i went to delete openbox but it didnt work because pacman and yay werent installed anymore so i believe i may have removed them in the process of removing kde im not sure i went to try and install them again and the internet was off and any thing i tried to look up on my phone would need me to use pacman so in short how can i get back pacman and yay so i can enable the wifi or even just reinstall xfce

Given the amount of installing / deleting / reinstalling, and the ambiguity around what’s actually missing now, I would suggest backing up important data to an external drive, and performing a clean re-install with your preferred desktop environment.
