After changing this to zero, the Fn+Fx started registering as function keys, so I was able to flip consoles with Ctrl+Alt+Fn+Fx.

I then pressed Fn+X+L for four seconds (to switch on function key lock) and it worked, so I am able to use simply Ctrl+Alt+Fx.

I would use the script, which does the same thing just as a systemd service, so this work around is automated and will run at startup.
