I think you need to have the picture in a folder that isn’t user specific. Its been a long time since I’ve messed with changing the background however it does seem I had to place them in /usr/share/backgrounds. (may have had to create the folder can’t remember)
Note
It is recommended to place the PNG or JPG file in /usr/share/pixmaps since the LightDM user needs read access to the wallpaper file.
