I can’t remember any time at all when EndeavourOS took longer than 15 seconds to go from powered off to full, ready to use desktop. And this is on several different desktops and laptops. This leads me to believe it’s either you specific system, or the fact that you’re dual-booting. I haven’t had Windows on a PC or laptop in more than a decade, so I can’t even test that.

If 4 seconds is really that important to you, you can see what’s taking the time by running systemd-analyse blame although a lot of the results are running in parallel.
Realistically, what can you do with 4 seconds? Blink?

Firstly, I don’t have the cash required to buy a new system for windows.
Second, Booting up a VM is not an option as my father does not like complexity.
Third, talking about someone’s health is NOT funny…
And lastly, I agree that 18 seconds is pretty quick, but why is it slower than windows then? I have disabled hibernation in windows and still endeavour is slower than that?

Edit: It seems there is some confusion about the timing, I pressed enter to boot into the different os’es I did not had to wait for 10 seconds for it to boot.
You should run systemd-analyze critical-chain
That will give you a better indication of what is slowing down the boot.
systemd-analyze blame includes process which are async and parallel so it can be misleading for the kind of analysis you are doing.
For me it is not important if it take some seconds more or less.
But why deleting the thread (if at all possible)? There are much worse threads here in the forum.

If you, OP, have to switch between Windows and Linux so much that a 18 seconds boot up time is enough to be annoying, I feel like you should perhaps pick one OS and just stick with it, rather than spend time and effort reducing the boot times here on Linux. Pick whichever OS you prefer and/or you think will work better for you and your use case. I don’t know how else I can help you besides saying my two cents on this.

Well here it is , talking about annoying boot times, just reboot after a windows update, you are lucky if the first reboot takes you back to windows , and will not take you to a second or third reboot before booting windows. BTW my EOS boots in 14 seconds.

Maybe the OP should shorten the Windows boot time to compensate for the long boot time of EnOS.
