Held packages - why?

My current builds are fairly new (installed on 2024-04-21, so right before the latest ISO release), so I’m wondering why these packages are being held (from /etc/pacman.conf):

HoldPkg     = pacman glibc dracut kernel-install-for-dracut eos-dracut

Are these left over from the testing ISOs?

HoldPkg just means the user will explicitly asked if they want to remove it. Those packages seem like they are vital for stuff to work.

From man pacman.conf:

If a user tries to --remove a package that’s listed in HoldPkg, pacman will ask for before proceeding.
