Assuming you are on x11, you need to launch chromium with --use-gl=desktop --enable-features=VaapiVideoDecoder

Then use chrome://gpu from inside the browser to check the configuration.

You want to see:

Canvas: Hardware accelerated
Compositing: Hardware accelerated
Video Decode: Hardware accelerated
WebGL: Hardware accelerated
WebGL2: Hardware accelerated
