hmm i can reach it from here in Germany…
anyway you can also try adding US and Germany to rank mirrors… so you will have some mor ein the list to make sure it is not only the mexican mirrorserver that has a network issue from your place…
same issue.
Try these three commands (one by one):
sudo cp /etc/pacman.d/mirrorlist /etc/pacman.d/mirrorlist.old
reflector --age 24 --sort score | sudo tee /etc/pacman.d/mirrorlist
sudo pacman -Syyu

looks a bit like blocking to me … what could cause also that pacman db files are downloaded error pages…
and please run this to let us see what mirrors welcome detects for you … and the command from @Kresimir will be good as it will not rank and use score to choose the servers.
to send mirrorlist to a pastebin and get the url to the pastebin:
cat /etc/pacman.d/mirrorlist | eos-sendlog
