In my experience using a VPN (Mullvad) it’s a DNS problem. Sometimes after disconnecting from the VPN I have to manually edit /etc/resov.conf and add a nameserver. Look into /etc/resolv.conf and see if there is a nameserver specified, if not just use:
nameserver 1.1.1.1
After that restart networkmanager:
sudo systemctl restart NetworkManager.service

To me also potentially points to a faulty VPN installation, which I came across troubleshooting on this forum before. But you still may be right.
