Doubtful. Brazil still has no such exemptions as far as I am aware and there are other States/Countries that have passed similar laws to California’s Original Age Verification Law.
This is linux, just ban all people under the age of 40, people with out beards and anyone called Derek 
We will see which services are available without age verification.
That is a very strange signal from the law makers. On one hand it’s almost militant “protect the children” but “not those that use open source software”. Why not cancel the law altogether?
Or are the services going to be “you cannot verify therefore you are a child” and forbid access?
I’m sure services will still need to provide a way for some kind of Age Verification. I think the big thing here is that any package that is in the official repo’s will be exempt (provided they are under one of the exempt license’s)however web apps I’m sure will not be. How that will affect users at this point remains to be seen
