It’s not clear what the person who posted the bug report was using. They only allude to logging “in to the KDE Plasma session via the login manager”, which could be SDDM also… or not.
You could always try using the new Plasma Login Manager instead. I’m surprised you actually haven’t already got it, because apparently it was now default for Plasma installs in Titan Neo.
