When the system is initially booted, the bottom panel is automatically set too narrow. If you just open the settings of the bottom panel, its size becomes normal again until the next reboot. Opening/closing applications does not return the panel to normal size.
This is a bug, it has been fixed in 6.3 so we can only wait for it to be released
