Are there any wrappers for systemD to make it a little easier to use?

I am not sure much has changed since last time we had a chat about this:

Rc.local doesn't seem to quite work

So I created this file /etc/rc.local and I made sure it has execute rights. -rwxr-xr-x 1 root root 245 Nov 28 19:34 rc.local So I have this script in it imwheel xcape -e 'Super_L=Alt_L|F1' But for some reason it doesn’t launch if I start my PC up again, any idea why this is the case?
