love Budgie EOS on this old laptop I’ve repurposed. It’s working for me.
EOS Budgie is 10.10x - Wayland now, ergo no more Plank.
Can’t say the Budgie Icon Task List has grown on me in the tray…

GITHUB: most wayland docks made by enthusiasts have DE-dependent conditions (hyperland, sway, kde,etc). Other’s have WLR something or other WMs condition. Others were tested in a restrictive cocoon with no guarantees (of course);
Seems like a crapshoot. with the specific-circumstances at Github.
If that works for you, which I believe it should (Budgie is more or less GNOME/mutter under the hood), then you can add it to the startup for it to launch when you log in to the desktop.
I’ve probably missed the point. Create a panel of your own and right click any application to make it permanent / favorite. Dock mode can be set as well.
