I just installed the latest updates today 2019aug24 and the new pacman-mirrorlist contains both http and https mirrors. The new mirrorlist is created as /etc/pacman.d/mirrorlist.pacnew
If you still have the old mirrorlist with only http, you can replace it with this new one, or if you have modified the original to your satisfaction then ignore the new pacnew one or merge any changes that you want into your personalized mirrorlist.
