i want to make alacritty have a transparent and blur background but i try to open alacritty.yml using vim but it just a bunch of ~

Basically copy the standard config from /usr/share/doc/alacritty/example/alacritty.yml to $HOME/.config/alacritty/alacritty.yml. Alacritty doesn’t create a user config by itself.
Also the tilde (~) indicates empty lines inside a document. You probably just opened a new document and are editing it right now.
